Repaying allowances: how it happens and how to avoid it
Written by Radif Partners·Publisher of calculators and practical guides
A repayment demand (terugvordering) from the Dienst Toeslagen means the advances you received were based on a lower income than you actually earned, or on a household that changed. Someone who arrived in May and estimated €15,000 for the year, but ended up earning €26,000, received €1,548 healthcare allowance where €1,548 was due, and must repay €0. A tenant paying €1,000 who estimated €24,000 and earned €31,000 repays €1,896 of rent allowance. Since 2026 there is no interest on repayments, amounts of up to €121 per allowance are not collected, and the deadline is 6 weeks from the decision. The estimator below shows how big a repayment gets when your income turns out higher than the estimate, using the same formulas as the calculators on this site.
How much will you have to pay back?
To pay back
€1,800
| Healthcare allowance (advance → final) | €1,548 → €1,092 |
| Rent allowance (advance → final) | €3,876 → €2,532 |
| Not reclaimed if per allowance at most | €121 |
Single person, advance paid for the full year.
Why repayments happen
Allowances are advances. If you apply before the year starts, the advance is paid in twelve instalments, the first in December of the previous year. The amount is based on the income you entered or that the Belastingdienst estimated. Once your income for the year is final, usually after your tax return has been processed, the Dienst Toeslagen sets the definitive allowance and settles it against the advances. That can take until well into the following year or later.
Each allowance reacts differently to extra income. Above the threshold, every additional €1,000 costs €137 a year in healthcare allowance and €270 in rent allowance for a single person. A bonus of €4,000 on €34,000 therefore lowers the healthcare allowance by €552 for the year, money that is reclaimed if the advance was not adjusted.
The expat traps
- The arrival year. Income counts per calendar year. Estimating only the first months, or a full year at the new salary, both give the wrong figure. Add up what you will actually earn from arrival to December, and include income from abroad if your partner or you earned it in the same year.
- A spouse abroad. A spouse is a benefit partner even when living elsewhere, and his or her income counts. Leaving the partner out is a frequent cause of large repayments.
- The 30% ruling ending. When the ruling stops or drops, your taxable wage rises. Update your income estimate for the year in which that happens.
- Leaving the country. Advances can continue after you move if you do not report it. The repayment follows later and finds you abroad.
The 2026 rules
- No interest on repayments from 1 January 2026, also for older years.
- Threshold: a repayment of no more than €121 per allowance is set to zero. Earning €700 more than estimated changed this healthcare allowance by €96, which is not collected.
- Deadline: 6 weeks after the date of the decision; ask for a payment arrangement before it expires.
- Proportionality: the Dienst Toeslagen may reclaim less if full repayment would be disproportionate (Awir article 26), assessed case by case.
How to avoid a large bill
Estimate your annual income on the high side: a higher estimate gives a smaller advance and a top-up afterwards, a lower one gives a repayment. Include holiday allowance, a 13th month and bonuses. Report changes in Mijn toeslagen as soon as they happen: a raise, a new job, a partner moving in, a move, more childcare hours. A change spreads the difference over the remaining months instead of presenting it as one bill a year later. If your income is very uncertain, you can also stop the advance and apply afterwards, until 31 December 2027 for the year 2026, and receive the allowance in one payment based on your actual income. The gross to net calculator helps turn a payslip into an annual figure. Keep the letters you receive: the annual advance decision shows the income and household the Dienst Toeslagen uses, and checking it against your own situation each January is the single most effective way to prevent a repayment. If the figures are wrong, correct them online; you do not need to wait for the final calculation, which may come many months later.
